Ten Panamanians Arrested in Havana for Propaganda Against the Cuban State

On Saturday 28 February 2026, ten Panamanian citizens, resident in that country, were detained as perpetrators of acts of propaganda against the constitutional order, as regulated in Article 124 of the Penal Code.

Initial investigations indicate that these individuals had been instructed to enter Cuba with the purpose of creating signs with subversive content, contrary to the constitutional order.

Once the objective was completed, they were to leave the country and upon their return to Panama, would receive a sum of money which, according to their initial statements, ranges between one thousand and one thousand five hundred dollars each.

Since the time of their detention, those involved have admitted to being the perpetrators of acts of this nature, carried out in the capital during the early hours of Saturday 28 February.

Investigations are continuing.
