Law 186 on the Organisation of the Central State Administration Published

The National Assembly of People’s Power of Cuba (Parliament) highlighted today’s publication in Official Gazette No. 90 of Law 186, «On the Organisation of the Central State Administration», a norm that responds to the economic and social transformations underway in the country, in particular, number 41.

The Parliament’s Facebook profile specifies the similarities and differences with previous texts of the new regulation, which will come into force seven days after its publication this Monday, and assures that, in essence, this law strengthens the guarantee of citizens’ rights.

According to the Cuban legislature, in this way the mandate of Article 146 of the Constitution is fulfilled, and it is in line with the organisation of the Cuban State and its constitutional bases, approved by more than 60 per cent of the population in 2019.

The text of the new law reduces the Bodies of the Central State Administration (OACE) from 27 to 21 (20 ministries and the Central Bank of Cuba); regulates the general bases of the organisation; determines the number, denomination, mission and functions of the ministerial system together with the entities that compose it.

Unlike its predecessors, this legal norm homogenises categories, with the ministry as the predominant organisational figure.

It also defines with greater precision the common and specific functions and competencies; eliminates duplications and reduces the dispersion of administrative structures to facilitate a better relationship with the bodies of People’s Power.

Law 186 was approved by the National Assembly of People’s Power on 30 July 2026, in its ordinary session, and was drafted by representatives and experts from various bodies, agencies and entities of the Cuban State over four years of work.
