Within the framework of the Day of the Revolution’s Martyrs, the XXII Ordinary Session of the Municipal Assembly of People’s Power in Ciego de Ávila, presided over by Viviana Martínez Cárdenas, focused its analysis on evaluating the Government Programme to correct distortions and revitalise the economy during the first semester of 2025.
The Permanent Commission for Local Government Bodies, Social Prevention, Public Order and Defence presented a report acknowledging significant progress:
Budget surplus of 111.4% due to efficient fiscal management.
Outstanding agricultural production: 160% in root crops and 117% in fruit crops.
Tourism dynamism: 10 Local Development Projects and 12 MSMEs dedicated to the sector, promoting ecological tourism and urban circuits.
Social policies: Assistance to 701 vulnerable individuals.
Energy: 2% reduction in state electricity consumption and installation of photovoltaic panels (21.8 MW) contributing to the national grid.
Among critical challenges, the commission highlighted persistent difficulties requiring urgent attention, including insufficient dairy production, inspector shortages and inadequate institutional implementation.
The provincial capital shows poor performance in Mathematics (59.5% pass rate in entrance exams) and an Aedes aegypti infestation index of 0.18, while 45 plan objectives remain pending without clear strategies for second-semester completion.
Viviana Martínez Cárdenas, Assembly President, emphasised the session’s symbolism on Martyrs’ Day, honouring the dream of an emancipated Cuba.
Yury Izaguirre, Municipal Administrator, acknowledged progress («superhabitable municipality») but warned about fiscal violations by non-state economic actors and banking system difficulties (private vendors rejecting electronic payments).
Pablo González Pérez, Provincial Programmes Coordinator, highlighted renovated infrastructure and budget allocations for roads, water systems and public space restoration.
Delegate Vladimir Concepción (Ceballos) demanded stricter resource control and legal action against crime affecting agricultural and livestock production.
Misleydi Abad, First Party Secretary, recognised the Avilanian people’s efforts in response to the «Ciego in Twenty-Six» movement’s call.
Ciego de Ávila province will present its accountability report to the National Assembly of People’s Power (ANPP) in December 2025. Achievements to be presented at this parliamentary event were disclosed during this session, underscoring citizens’ leading role.
