Inés María Chapman Waugh, deputy prime minister, called on the National Institute of Territorial Planning and Urbanism (Inotu) to work in a different way, according to the characteristics of each municipality, moved by a new urban agenda and guided by Law 145 established in 2022 «On Territorial and Urban Planning and Land Management», at the annual review meeting of the National Institute of Territorial Planning and Urbanism (Inotu).
She also referred to the sensitivity to serve the population, as well as the importance of taking care of the quality of the service provided.
In the presence of the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, Chapman Waugh pondered the potential of the use of the Bienestar platform, aimed at the functioning of administrative and government structures, with incentives for popular participation.
Major General Raúl Acosta Gregorich, president of Inotu, mentioned the main objectives for 2025, oriented towards priorities such as strategic management; efficiency of services and use of the budget; quality of cadastral information; eradication of illegalities; international cooperation and science and innovation.
Ibis Menéndez Cuesta, Director General of Planning, announced the establishment of a timetable for updating instruments related to new aspects of Law 145. They aim to complete plans in provincial capitals by 2025, in other urban settlements by 2026, and in rural areas by 2030.
Last year only 112 urban plans were completed, less than half of what was planned, while in rural areas no province achieved compliance.
In a scenario in which more than 5 % of the Cuban population lives in precarious neighbourhoods, this reality favours illegalities, of which more than 14,000 new ones emerged and more than 100 are still pending after the last annual period, he added.
