That municipalities and provinces in Cuba have autonomy to decide their economic and social development does not mean creating inequalities or competencies.

It is a matter of promoting the potential of each territory based on its resources and the proper planning and execution of budgets.

Responsibility and wisdom are required to lead this new form of local government.

The resources of each locality must be exploited rationally and intelligently to develop the strengths of each region.

The productive force has the main role in the actions to be undertaken and not only in state entities, but also in the creation of MSMEs, private projects, and all forms of work.

Urban, rural areas and small communities will have in the future, what they are able to generate.

Creating wealth, satisfying the needs of the population, and characterizing each territory, will test the capacity of its managers and its population, as a new style of government in Cuba.

The year 2023 brings challenges and the results will decide the future.
