Cuba’s Prime Minister, Manuel Marrero, assured
According to the head of government, the norms ratify the precepts of the Constitution of the Republic and aim to ensure that each economic actor plays the role that corresponds to him.
Speaking on Wednesday at the third ordinary session of the National Assembly of People’s Power (parliament), he explained that the regulations will make it possible to correct the distortions generated by gaps in previous regulations and violations of what has been established.
He stressed that the measures, which include six decree laws, two decrees and 17 resolutions from different ministries, establish changes in the legal framework for micro, small and medium-sized enterprises, as well as that municipalities should encourage all economic actors to pay taxes for territorial development.
The Prime Minister announced that the rules governing local development projects will be updated and that work is being done on a new policy for the transfer of ownership of motor vehicles, trailers and semi-trailers.
Likewise, he reported that the import and export nomenclatures have been ordered, the service is conditional on a certificate of no tax debts, the collection and payment of non-state management forms from accounts in Cuban banks and the declaration of the origin of the funds.
He explained that after evaluating the results of export and import operations carried out by non-state management and of the 73 companies approved to import, it was decided to close this power to 24, due to a low level of activity and poor performance.
Regarding the increase in national production, with emphasis on taking advantage of installed capacities, Marrero indicated that in order to encourage it, the payment of tariffs for imports of raw materials and intermediate goods was reduced by 50 percent for all economic actors.
The head of government also referred to the public policies and social programmes that benefit the Cuban people, despite the complex situation the country is going through.
He stressed that there is ongoing monitoring of issues such as demographic dynamics, the Comprehensive Policy for Children, Adolescents and Youth, the National Programme against Racism and Racial Discrimination, the National Programme for the Advancement of Women and the programme dedicated to the revaluation of rural areas.
According to the Prime Minister, Cuba’s priorities in the second half of the year will include the policy of monetary, price and fiscal control, the promotion of national production and supply to the population, the increase in foreign currency income, the diversification of exports and the improvement of the socialist state enterprise.
The new measures implemented for non-state forms of management are not a crusade against them, but are aimed at correcting, reorienting and guiding them.
