Cuba Denounces US ‘Peace Through Strength’ Doctrine

Cuba today denounced in Harare the «peace through strength» doctrine promoted by the United States government, which violates the United Nations Charter and international law.

Speaking in the general debate of the 4th meeting of the Group of Friends in Defence of the UN Charter (GADC), Deputy Foreign Minister Elio Rodríguez warned that, in the very complex scenario for several of its members, including Cuba, the United States disregards the value of the United Nations and multilateralism.

The Deputy Minister of Foreign Affairs asserted that the siege on fuel supplies imposed by Washington on the Caribbean country is equivalent, in its effects, to a naval blockade or an act of war in peacetime, designed to subject the population to conditions that threaten their integrity and existence.

Rodríguez noted that the cruel and indiscriminate collective punishment imposed for over 60 years on the Cuban people is being raised to extreme levels, expanding its extraterritorial nature.

The United States intends, he said, to force all states to participate, against their will, in its crimes against Cuba, through threats, intimidation and «secondary» sanctions applicable to third parties.

The Deputy Foreign Minister denounced the recent filing of criminal charges against the leader of the Revolution, Army General Raúl Castro Ruz, which he described as a morally infamous, legally arbitrary, illegitimate and fraudulent act.

Rodríguez stated that we have warned that a military aggression against Cuba would provoke a bloodbath, as it would not encounter surrender, but rather combat to the last consequence. The diplomat explained that, faced with this brutal and genocidal policy, we call on the International Community, particularly the GADC, to mobilise to prevent a military aggression against Cuba and to confront the extreme tightening of the blockade through the energy siege, which could cause a humanitarian catastrophe, suffering and death.

Zimbabwe’s Foreign Minister, Amon Murwira, inaugurated the 4th meeting of National Coordinators of the countries that make up the Group, created in 2021 to promote compliance with and strict adherence to the letter and spirit of the UN Charter, cooperation and solidarity.

Composed of 21 countries, the GADC holds annual meetings of its national coordinators, with previous editions in Venezuela (2023), Iran (2024) and Russia (2025).
