Updated rules for liquefied gas contracts in case of temporary or permanent absence of the contract holder

Cuba updated the rules for Liquefied Gas service, with adjustments to contracts for temporary absences, imprisonment, relocation or sale of homes. The regulations, approved by the Cuba-Petroleum Union (CUPET), detail the following:
First

1. If the owner is out of the country, the service will be maintained for two years for family members in the house. After that period, a cohabitant will take over the contract, upon presentation of the official document from the Directorate of Immigration and Foreigners that declares the owner to be a resident abroad.

2. In the event of disagreement between cohabitants, ownership shall be assigned in hierarchical order: spouse, parent, child, sibling, grandparent, grandchild, uncle, nephew, cousin, father-in-law and brother-in-law.

3. If the holder resides permanently outside Cuba, a provisional two-year contract shall be granted to the head of the family nucleus.

4. Those who are not family members but reside in the dwelling will be granted a provisional contract without having to provide the Libreta de Abastecimiento.

5. After two years, the provisional contract will be extended for a further year. If the holder requests to maintain his or her rights from outside, the contract will remain in deposit; otherwise, it will be definitive for the cohabitant.
Second

1. If the holder is incarcerated and lives alone, the contract shall become passive with the right to activate upon change of his judicial measure.

2. A relative or caretaker will receive a provisional contract, even if he/she is not part of the family unit.

3. The exception must be recorded on the Point of Sale Control Card.
Third party

1. Contracts may be transferred to any municipality in the country, maintaining semi-annual deliveries if applicable.
Fourth

1. Holders with two 10kg cylinders may transfer rights to family members up to the fourth degree of consanguinity or second degree of affinity (spouse, in-laws, brothers-in-law, etc.), generating a new contract.
Fifth

1. If the owner sells his home without transferring the contract, CUPET will grant a provisional two-year contract to the buyer. If the owner does not claim his rights, the contract will become definitive for the new owner.

2. CUPET will collect the cylinder and close the contract if the requirements are not met.
