United States Plans Total Control of Gaza, According to Leaked Document

A leaked confidential document obtained by the American outlet Drop Site News exposes the political and security architecture designed by the Administration of President Donald Trump to exercise comprehensive control over the Gaza Strip, under an imposed governance structure, without real participation from the Palestinian people.

The resolution, dated 22 January 2026 and still unsigned, details the creation of the so-called «Board of Peace,» a US-led body that would assume full legislative, executive, judicial and financial powers during a «transition» period, within the framework of the ceasefire plan promoted by Washington, questioned for its colonial character.

According to the document, President Donald Trump is listed as Chairman of the Board, with final authority over all decisions related to Gaza, including the approval of military commanders for a so-called International Stabilisation Force and the ratification of every resolution.

No measure would enter into force without the direct signature of the US leader, which, according to Drop Site News, establishes an unprecedented centralised power structure in the recent history of the Palestinian enclave.

Below the Chairman, an Executive Board is established, empowered to «enact new laws or amend or repeal existing ones,» both civil and criminal, completely reconfiguring Gaza’s legal framework.

The presence of some of these names had not been previously announced, the investigation notes.

Palestinians Relegated to Technical Roles Without Political Power

At the lower level of the structure sits the National Committee for Gaza Administration (NCAG), comprised of Palestinians without decision-making capacity, limited to technical functions under direct international supervision.

The document designates former Bulgarian diplomat Nickolay Mladenov as the High Representative, while the formal leadership of the committee would fall to Ali Shaath, a former official of the Palestinian Authority.

Former UN Under-Secretary-General Martin Griffiths told Drop Site News that the structure «is not representative nor accountable,» and that Palestinians appear «on the bottom rung of a power pyramid that excludes them.»

The text establishes that only individuals or organisations that «actively support» the creation of a «deradicalised and terrorism-free» Gaza may participate in governance, reconstruction or humanitarian assistance.

It excludes any actor that, according to the «Board’s» criteria, has had direct or indirect links with Hamas or other groups designated as terrorist, with the final assessment subject to presidential approval.

The «Board» would have the authority to open and control bank accounts, approve budgets and donor funds, administer financial mechanisms and sign international agreements on behalf of Gaza.

All resolutions must be issued exclusively in English and published on the «Board’s» website, underscoring the external character of the administrative apparatus.

The document repeatedly employs the term «deradicalisation,» which, according to Drop Site News’ analysis, functions as a political mechanism to exclude broad sectors of Palestinian society.

Eligibility for access to housing, employment, reconstruction and basic services would be conditioned on the explicit acceptance of the new political order and the renunciation of any form of resistance considered incompatible.

Although the plan is based on UN Security Council Resolution 2803, approved in November 2025, the document does not clarify the mechanisms for effective supervision by the United Nations, nor does it contemplate the consent of the Gazan population.

The text envisages a Gaza segmented into zones, with biometric control, financial surveillance and educational programmes aimed at normalising relations with Israel, while areas not considered «eligible» would remain exposed to military operations and humanitarian restrictions.
