Tenth Plenum of the Central Committee of the Communist Party of Cuba Commences

Described as of «vital importance» by Politburo Member and Secretary of Organisation Roberto Morales Ojeda, the Tenth Plenum of the Central Committee of the Communist Party of Cuba (PCC) began its proceedings on Friday morning under the leadership of President Miguel Díaz-Canel Bermúdez.

This session of the PCC’s highest leadership body – convening at the Palace of the Revolution’s Plenary Hall until Saturday – commenced with an analysis of cadre movements within the Central Committee and a review of compliance with agreements from previous meetings. Opening remarks were delivered by Morales Ojeda.

«Cuba is traversing one of the most complex stages in its history,» stated the Party leader. «We face profoundly challenging times: a prolonged and intensified blockade, economic hardships, and external pressures attempting to break the spirit of a people who have repeatedly demonstrated their capacity for resistance and dignity.» He acknowledged that «circumstances are harsh.»

Elaborating, the Politburo member noted: «Scarcity, limitations, and attempts at demoralisation impact households and consciences.» Amid these adversities, he affirmed, «each day becomes a challenge yet also an opportunity to reaffirm our conviction that socialism is the path, and unity our strength.»

Morales Ojeda emphasised: «This Tenth Plenum holds vital significance because the Party is the force and compass guiding us toward collective wellbeing, entrusted with ensuring the people’s needs are met.»

«Let us deeply analyse problems, define actions to advance solutions, and compel nationwide mobilisation toward achieving results,» stressed the Secretary of Organisation. Addressing attendees ahead of the 72nd anniversary of the assaults on Moncada and Carlos Manuel de Céspedes barracks, and the 70th anniversary of Fidel’s departure for Mexico to embark on the definitive epic for the Homeland’s independence and freedom, he declared: «We hereby commence the Tenth Plenum of the PCC Central Committee.»

The session featured the presence of Revolution Commander Ramiro Valdés Menéndez and Rebel Army Commander José Ramón Machado Ventura. Attendees also included Army Corps General Joaquín Quinta Solá (Deputy Minister of the Revolutionary Armed Forces); Deputy Prime Minister Eduardo Martínez Díaz; PCC First Secretaries from Mayabeque, Matanzas, Cienfuegos, Ciego de Ávila, Camagüey, Las Tunas, Granma, Guantánamo, and the Isle of Youth Special Municipality; alongside members of the Central Committee’s Auxiliary Structure and Government officials.

Regarding Central Committee membership movements, three co-optation proposals were unanimously approved: Major General Raúl Villar Kessel (Chief of the Central Army); Brigadier General Oscar A. Callejas Varcalce (Head of Political Directorate, Ministry of Interior); and Magda Resik Aguirre (First Vice President, Union of Cuban Writers and Artists – UNEAC).
