The Party Leadership decided to conduct the study and analysis of this Programme between 15 November and 30 December in all grassroots organisations of the Party, the UJC, the CTC and its trade unions, the ANAP and the FEU.

In compliance with agreements arising from Plenums of the Central Committee of the Party, the Government Programme to correct distortions and reinvigorate the economy was developed. The Political Bureau member and Prime Minister, Manuel Marrero Cruz, has provided information on this Programme in successive ordinary sessions of the National Assembly of People’s Power. This Programme is available on the Presidency website: www.presidencia.gob.cu. As has been explained, it is the guiding thread for advancing the gradual recovery of the economy and overcoming the complex situation we face.

The Party Leadership decided to conduct the study and analysis of this Programme between 15 November and 30 December in all grassroots organisations of the Party, the UJC, the CTC and its trade unions, the ANAP and the FEU. In the case of the FMC and the CDR, it will be carried out in their intermediate leadership structures and in the meeting of the Secretariat with the grassroots leaders at the block and zone level. It will also take place in the Municipal Assemblies of People’s Power and in the management councils of entities under national, provincial and municipal subordination.

A preparatory seminar was held via videoconference, which was attended by officials from provinces not impacted by Hurricane Melissa.

This process responds to the political will to submit the Programme to debate and collective construction, as an expression of participatory democracy and direct popular involvement in the development of the economy. It will be a propitious space for participants to put forward proposals with the aim of strengthening the Programme and to identify concretely in each scenario how to contribute to its materialisation.

With a view to the 9th Party Congress, this process of study and analysis will be an important step so that each leadership body, grassroots organisation, militant and Cuban citizen, wherever they work, is in a better position to contribute to the search for solutions in order to reverse the country’s situation.

As Army General Raúl Castro Ruz expressed: «We will overcome these difficulties, as we have always done, by fighting!».
