Regarding the protocol to restore the National Electrical System at that minute, Lázaro Guerra Hernández, Director General of Electricity of the Electrical Union, explained in detail the chronology and the steps that are followed.
“At 9:14 the Antonio Guiteras thermoelectric plant tripped, went out of service and this dragged down the National Electrical System and the total disconnection of the system occurred. Immediately the system restoration protocols were established, as is set out in these procedures”.
Guerra Hernández specified that, “Already at this minute, as we have always done in this type of situation, the restoration began from the Energas Boca de Jaruco which is already in service”.
He informed that at this moment there are “three units of Energas Boca de Jaruco in service” and that some substations of the capital have already been energised, “Diezmero, Naranjito, Guanabacoa already has a level of energy”.
He explained the strategy: “We have always explained that the fundamental objective is to advance towards the thermoelectric plants which are the base of the system’s generation and which guarantee a more accelerated restoration process”.
He outlined the action plan: “We have to go looking for the Mariel thermoelectric plant through the capital and we already have energy at the Santa Cruz del Norte thermoelectric plant which is preparing conditions to be able to begin the start-up”.
The Director General offered an encouraging report on the state of the generating units, affirming that “a review of all the thermoelectric plants we have in the country was done and as a result of the disconnection there was no damage to any of the units of the thermoelectric plant”, clarifying that “it means that they are in condition so that when we have energy in these units they can begin the start-up process, including Guiteras, which was the one from which the affectation originated”.
Regarding the territories, he assured that “also immediately the microsystems were established in practically all the provinces of the country”. These microsystems that are functioning guarantee the most vital centres for the population, hospitals, production centres, etc.
“With Energas in service and delivering energy, we will seek through the capital the Mariel thermoelectric plant. Santa Cruz del Norte already has energy, and start-up will begin based on conditions”.
