The Ministry of Foreign Affairs (Minrex) of Cuba issued a Statement expressing its profound concern and rejection of the decision imposed by the United States government on the Dominican Republic to exclude three countries, including Cuba, from the X Summit of the Americas, to be held on the 4th and 5th of December in Punta Cana.

Statement from the Ministry of Foreign Affairs
The Ministry of Foreign Affairs of Cuba expresses its profound concern and rejection of the decision imposed by the United States government on the Dominican Republic to exclude three countries, including Cuba, from the X Summit of the Americas, which will be held on the 4th and 5th of December, in Punta Cana.
This decision constitutes an evident capitulation to the brutal unilateral pressures of the US Secretary of State.
With the exclusion of several countries, a historical involution in this summit system would be consolidated and it would make a respectful and productive exchange between Latin America and the Caribbean with the imperialist power, which is again using «gunboat diplomacy» and the Monroe Doctrine against our region, impossible.
Should this decision persist, the subordination and submission to the voracious and expansionist neighbour, who threatens regional peace, security, and stability in open defiance of the Proclamation of Latin America and the Caribbean as a Zone of Peace and a community of independent and sovereign states exercising free determination, in unity based on diversity, will prevail.
As stated in February 2025 by President Miguel Díaz-Canel: «Today that Government of the United States intends to define the options for the countries of the region, which are: either we submit or we are the object of aggression.»
It must be remembered that this exclusion would ignore the progress achieved in previous Summits, in which Cuba’s participation was a milestone, and would disregard the near-unanimous protest of the region, expressed forcefully at the failed Los Angeles Summit, with the absence of several Heads of State and Government, and in the voice of 18 Heads of State and Government and 11 Foreign Ministers.
A Summit of the Americas built on exclusion and coercion is doomed to failure. One cannot seriously speak of a «political dialogue» of Our America with the United States on bases of censorship and exclusion, of inequity and abuse.
We reiterate our willingness for respectful and constructive dialogue, under conditions of sovereign equality and without exclusions.
When speaking at the VII Summit of the Americas, held in Panama in April 2015, Army General Raúl Castro Ruz stated: «Hemispheric relations, in my opinion, must change profoundly, particularly in the political, economic, and cultural spheres; so that, based on International Law and on the exercise of self-determination and sovereign equality, they focus on the development of mutually beneficial ties and on cooperation to serve the interests of all our nations and the proclaimed objectives.»
Ten years later, hemispheric relations have not changed in their essence.
