Council of State Analysed Topics on the National Agenda

The Council of State approved adjusting the programme of the Sixth Ordinary Session of the National Assembly of People’s Power, in its Tenth Legislature, and to conduct it only on the 18th of December, via videoconference; taking into account the country’s complex situation

An update on the progress of the study and analysis process of the Government Programme to correct distortions and reinvigorate the economy, which is underway in the country between the 15th of November and the 30th of December, was received by the members of the Council of State at its ordinary session corresponding to the month of December, chaired by the President of this body, Esteban Lazo Hernández, and with the participation, at the National Capitol, of the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, and of the Prime Minister Manuel Marrero Cruz.

The significance of this process, as a demonstration of popular participation, with a view to enriching and strengthening the Government Programme based on the concrete proposals derived from the debates and to contributing, with everyone’s input, to its implementation; was highlighted in the fruitful analysis.

The member of the Secretariat and head of the Economic Productive Department of the Central Committee of the Party, Jorge Luis Broche Lorenzo, in the presentation of this topic, delved into the nature, content and scope of the aforementioned Government Programme; its background, structure, general and specific objectives; as well as noted that, as part of the study and analysis of the Government Programme, 6,361 meetings have been held, 54,372 interventions made and 12,900 proposals submitted, according to data issued as of the close of the fifth of December.

Esteban Lazo emphasised the importance of this popular consultation as a constructive and collective building exercise; and the relevance of verifying the progress of its results at this stage, after the Council of State had previously evaluated in depth the compliance with the implementation of the ten general objectives of the Government Programme, through the accountability reports of their respective heads at the ordinary sessions of this body held in the months of October and November.

During the session, the Council of State approved the decree-laws «On Foreign Currency Transactions in the National Economy», «On Financial Education» and «On the Association between State and Private Business Entities».

Furthermore, the members of this body evaluated, prior to their presentation at the upcoming Sixth Ordinary Session of the National Assembly of People’s Power, the draft laws «On the Exceptional Reduction of the Current Duration of the Term of Office of Delegates to the Municipal Assemblies of People’s Power» and the «General Law of Science, Technology and Innovation», as well as the aspects relating to the update of the Legislative Schedule for the year 2026.

At the ordinary session, this body also approved conducting the control and oversight exercise on the General Customs of the Republic; a process that will be directed by the Commission for National Defence and Interior Order of the Cuban Parliament, with the participation also of the deputies from the Commission for Attention to Services; and which will cover the close of the year 2025 and be developed in the first quarter of the year 2026.
