Prime Minister Calls for Rigour in Study of Government Programme (+ Video)

Manuel Marrero Cruz, member of the Political Bureau and Prime Minister, called for the study of the Government Programme to be supported with rigour and quality, during a meeting with the governors and the administrator of the special municipality Isla de la Juventud, the newspaper Granma reported.

The Head of Government emphasised that the process initiated on 15 November in political structures, municipal assemblies and management councils must be prioritised in order to correct distortions and reinvigorate the economy, and that each proposal will contribute to its materialisation.

Mildrey Granadillo de la Torre, First Vice Minister of Economy and Planning, explained that the collective debate will allow for the analysis of the goals of the Economic Plan and the draft State Budget for the coming year, with a direct impact on the implementation of the Programme.

At the meeting, held via videoconference from the Palace of the Revolution, the policy for the improvement of Communal Services was evaluated. Nancy Acosta Hernández, head of the Directorate for Attention to Local Administrations of People’s Power, highlighted the responsibility of local authorities in the management of solid waste and necrological services.

Marrero Cruz pointed out that there has been a lack of control and demanding standards in waste collection, maintenance of public lighting and attention to green areas, which impacts the current epidemiological situation, and called for state and private actors to join forces to guarantee the hygiene of environments.

Another topic analysed was the results of addressing the population’s complaints and petitions in the first half of 2025. María del Carmen Cedeño Rodríguez, director of Attention to Complaints and Petitions from Persons, reported that 273,309 cases were addressed, of which 54 percent were found to be wholly or partially justified, with persistent problems linked to housing, water supply, power cuts and waste collection.

The Prime Minister insisted that responses must be characterised by sensitivity and immediacy, and that municipalities must strengthen their management in this aspect to comply with the current Law.

The construction of housing from maritime containers, an alternative in the face of the damages from Hurricane Melissa and the situation of the housing stock, was also addressed.

Delilah Díaz Fernández, General Director of Housing at the Ministry of Construction, reported that more than 1,700 containers had been released, but delays persist in their conversion, leading Marrero Cruz to call for the establishment of a comprehensive work system headed by the governors.

In closing, the Prime Minister thanked the displays of solidarity with the provinces affected by Hurricane Melissa and reiterated the need to strengthen preventive work given the current epidemiological situation.

The meeting also included the evaluation of fiscal inspections and actions related to the commemorative programme for the 67th anniversary of the triumph of the Cuban Revolution.
