Draft Labour Code to be consulted with workers

From 8 September to 30 November, consultation meetings will be held throughout the country on the draft bill of the Labour Code, to be submitted for approval by the National Assembly of People’s Power, once it has been enriched with contributions from the labour collectives.

According to Ulises Guilarte de Nacimiento, member of the Political Bureau of the Central Committee of the Party and general secretary of the Central de Trabajadores de Cuba (CTC), this is the most important political process of the workers’ movement in 2025, in which its participation in the destiny of the nation is reaffirmed.

With a view to its success, training seminars will be held this month for trade union cadres and leaders, with the accompaniment of lawyers and representatives of organisations and institutions; from the 10th to the 2nd at the provincial level and from the 17th to the 30th at the municipal level.

At the recent national seminar, by video conference for the whole country, it was learned that the schedule includes the preparation of the collectives in July and August, as well as multiple political and communicational actions aimed at underlining the importance and necessity of adapting the current Labour Code, which came into force in 2014, to today’s complex scenario.

The draft, in tabloid form, will be submitted for consultation to all Cuban workers, both state and non-state, including those who collaborate and work in missions abroad, so that they can make additions or modifications. According to Marta Elena Feitó Cabrera, Minister of Labour and Social Security, adjustments are still being made to the document, now in its 16th version, based on the recommendations of organisations, universities and the trade union movement itself.

The drafting process took into account the foundations of the Constitution of the Republic and the guiding documents of the Party, Cuba’s adherence to international labour standards and a group of policies and legal provisions of the country.

Last December, the deputies of the Constitutional and Legal Affairs and Economic Affairs Commissions of the National Assembly of People’s Power were able to learn about and analyse the policy that will guide the new legal norm, which provides for improvements not only from a technical point of view, but above all substantial changes in principles and concepts related to the world of work. Among its most important aims is to guarantee equal rights to all workers, regardless of the sector and the form of management in which they work.
