Venezuela, safe and auditable elections, affirm observers

The guarantee that the elections next 27th July in Venezuela will be entirely secure and transparent was offered by international observers, who participated yesterday in one of the most important audits of the electoral process.
In the warehouses of the Electoral Power, in the parish of Filas de Mariche, Sucre municipality, Miranda state, the pre-dispatch audit of the voting machines was conducted, among the more than dozen controls carried out by the electoral body prior to the voting.

Following this process, the voting machines will begin to be distributed to the 15,731 electoral centres that will be enabled next Sunday across the country’s 335 municipalities, a task in which the Bolivarian National Armed Force participates.

In declarations to Venezolana de Televisión, international observer and Executive Director of the Centre for Information and Strengthening of Latin America and the Caribbean, Marina Urrizola, stated she did not know if the Venezuelan electoral system is the best in the world «because I do not know them all».

However, «it is indeed the most audited in all of Latin America and the Caribbean, without a doubt», affirmed the observer.

Regarding yesterday’s audit, the Argentine expert indicated that it was carried out «in perfect conditions, without any incident», with representation from the 53 political parties that will participate in next Sunday’s voting and «with highly qualified people to understand what it is about».

The President of the Centre of Electoral Experts of Latin America, Nicanor Moscoso, signified, for his part, that they were able to verify the transparency of the stored machines, which, he said, were opened and they could verify their good functioning.

He detailed that the equipment powered on correctly and were at zero, meaning, only with the «candidates of the political organisations aspiring to be mayors and councillors in each of the municipalities».

Moscoso explained that, as part of the verification exercise, they were able to certify the excellence in the voting, scrutiny and results transmission tests, in addition to guaranteeing that «they are entirely secure elections, in which the machines are auditable».

With six days remaining until the 33rd elections since the arrival of the Bolivarian Revolution, the President of the Electoral Power, Elvis Amoroso, ratified that the equipment was «verified and signed by representatives of the political parties», as well as by accompanying international observers.

This, he highlighted, signifies that one hundred percent of the machines «are ready» to be transported to all the voting centres in each municipality.

Amoroso informed that the process will have 15,731 voting centres, of which 15,710 will be enabled in parallel for the People’s Consultation, and 20,410 tables will be installed, of which 15,936 will function for the youth suffrage.

For these elections, he announced, a total of 21,524,126 electors are summoned to the ballot boxes.

Likewise, 2,806 positions will be elected, of which 335 correspond to mayors and 2,471 to councillors, of whom 1,420 will be elected by list vote and 982 by nominal vote, in addition to 69 representing indigenous peoples, across 596 constituencies.

The Principal Rector of the CNE, Carlos Quintero, ratified that they were ready «for the great electoral event» next 27th July.

He described the holding of these votes as historic because «for the first time in democratic history, the National Electoral Council will conduct two electoral processes on the same day».

Quintero highlighted that this is possible thanks to the capacity of the electoral body, as well as the dedication of its officials, to «within a 60-day schedule, be able to carry out and organise two electoral processes».

He praised the high participation in the nomination process in which the 53 political organisations made 148,554 proposals for all positions to be elected, of whom 15,791 became candidates.

He signified the gender parity with 55.71 percent men and 44.29 percent women.

Parallel to the constitutional elections, the third National People’s Consultation of the present year will also be held, which will have young people as protagonists, who will have a day of leading and direct celebration in the 5,336 Communal Circuits.

For this consultation, 37,080 projects were nominated, which will be elected next Sunday through direct and secret manual vote, he indicated.
